Why not try backyard chickens here like Toronto?

Why did downtown Toronto, next to subways and one of the largest cities in North America, allow backyard chickens as a pilot and we can’t try it as a rural town?

I believe when this came to a vote this term the concern of poultry farms and avian flu were brought up. I'd gladly look at this again and explore other regions and how they've dealt with it.
